Chongqing has implemented the ’15-minute community life circles’ initiative to provide residents with convenient access to essential public services within a short walking distance. This program has already benefited more than 3.1 million people, according to Gao Jian, Director of the Chongqing Municipal Development and Reform Commission.
Comprehensive Community Services
The ’15-minute community life circles’ encompass a variety of services, including education, healthcare, elderly care, childcare, culture, and sports. By integrating these services into local communities, the initiative aims to meet residents’ core needs efficiently.
Addressing Childcare Challenges
Childcare has emerged as a pressing concern within the community life circles. For instance, Ms. Liu Guijun, a nail salon owner in Chongqing Dianjiang, often works late hours, leaving her third-grade child without adequate after-school care. This situation reflects a broader need for accessible childcare services.
To address this, Chongqing has established ‘Yuhao Space’ service stations within communities. These centers integrate childcare, education, and community canteens, providing affordable services to families. In Nanqiaosi Community, the ‘Yuhao Space’ partners with professional education institutions to offer daily childcare at below-market rates, with free services for disadvantaged families.
Sustainable Community Development
Ensuring the sustainability of these service stations is a priority. Communities have collaborated with third-party commercial entities to combine market-based operations with public welfare services. For example, in Zhengjie Community, the ‘Yuhao Space’ integrates various services, including property management, teahouses, and supermarkets, creating a positive commercial operating cycle. By 2025, this station’s revenue is expected to exceed 1.2 million yuan, with the community netting more than 100,000 yuan.
Efficient Use of Community Spaces
Chongqing has revitalized underused community spaces to establish these service stations, transforming old property rooms and vacant areas into dedicated spaces for children’s learning and play. This approach maximizes service efficiency and minimizes costs.
As of now, 48 ‘Yuhao Spaces’ are operational across Chongqing, benefiting over 300,000 women, children, and families. By 2025, the coverage of childcare institutions in Chongqing’s urban communities is expected to exceed 47%, surpassing the national average.
