As of 2024, private enterprises contributed 61.6% to Chongqing’s Gross Domestic Product (GDP), with the sector’s value-added increasing from 1.48 trillion yuan to 1.98 trillion yuan during the 14th Five-Year Plan period (2021–2025). In 2024, the private sector was instrumental in job creation, adding approximately 640,000 new urban jobs, which accounted for over 90% of the total new urban employment in Chongqing. Research and development (R&D) spending by the top 100 private enterprises reached 22.3 billion yuan, marking a 25% year-on-year increase. This investment in innovation has propelled the development of Chongqing’s “33618” Modern Manufacturing Cluster System, positioning the city as a hub for advanced manufacturing and technology.

The local government has implemented measures to ease financing, reduce operational costs, and provide targeted services to individual businesses. For instance, policies allowing outdoor seating extensions have enabled restaurant owners to increase customer capacity and boost daily revenue. Additionally, the integration of data from various departments has facilitated more accessible financing options for small businesses, addressing longstanding challenges related to credit access.
